Is there a minimum number of spam complaints about a domain and/or SERP before Google reviews the complaint? Presumably you get thousands of spam complaints daily, are these sorted into any order to be reviewed? The most popular first?

Google has a really cool YouTube channel where they answer questions from users about their websites. This is a question I was also wondering what the answer was: Will Google penalize your site when all pages in your XML sitemap have the same priority?
